Roque Lozano is the Senior Vice President of Network Infrastructure at Nokia Middle East & Africa, where he leads a wide-ranging portfolio including IP, Optical Networks,
Fixed Networks, and Webscale solutions.
Since 2018, Roque has been at the helm of Nokia’s infrastructure business in MEA, playing a central role in accelerating the region’s digital transformation and enabling nations and operators to build agile, scalable, and future-ready networks.
With over 25 years of international leadership experience across Europe, Asia-Pacific, China, and South America, Roque brings deep expertise in telecom infrastructure and a
proven track record in delivering complex business transformations. Prior to his current role, he led the Telefónica Global Account and served as Co-Head of the Iberia Region from Madrid. He also held senior leadership roles in the Asia-Pacific region, including Chief Operating Officer at Shanghai Bell and Senior Vice President for Asia Solutions &
Marketing, driving major rollouts and market expansion across the continent.
Roque is a recognized thought leader in AI-native networking, hyperscaler integration, and cloud-native infrastructure. Under his guidance, Nokia MEA has spearheaded initiatives in AI-powered automation, event-driven operations, and cognitive network evolution, enabling telecom operators to shift from legacy networks to webscale-ready, cloud-aligned ecosystems that meet growing demands for video, IoT, and edge computing. His leadership extends beyond technology to national impact: Roque works closely with governments and industry partners across MEA to align network evolution with broader goals of economic diversification, digital inclusion, and smart infrastructure development. A frequent keynote speaker at global industry forums including Mobile World Congress, Connected World KSA, Gitex and Capacity, he is known for combining technical depth with strategic foresight, positioning digital infrastructure as a driver of sustainable growth and innovation.
Roque holds a degree in Telecommunications Engineering from the Universidad Politécnica de Madrid, and is fluent in Spanish, English, and Italian. He currently lives in Dubai with his wife and son.
