Dr. Buraq AbdulKareem
Dr. Buraq AbdulKareem holds a Bachelor’s degree in Information and Communications Engineering from the University of Baghdad (2000). He obtained his Master’s degree in Data Communications from Brunel University, United Kingdom, in 2008, and earned his Ph.D. in Electrical and Electronic Engineering (Communications Group) from the University of Manchester, United Kingdom, in 2017.
With over 24 years of combined academic and professional experience in the information and telecommunications sector, Dr. AbdulKareem has contributed extensively to strategic initiatives across both the public and private sectors. His work has focused on the development of ICT infrastructure, digital transformation programs, and national-level sector modernization efforts.
Dr. AbdulKareem currently serves as the Technical Deputy Minister at the Ministry of Communications, where he is responsible for overseeing major national programs, regulatory and policy development, and the formulation of technology strategies that support Iraq’s digital transformation and long-term digital future.
